Its a bit strange they are still government run, as a good 10 years ago the lovely EU made Sweden sell off government owned/run inspection places, as it was deemed anti competitive, as they had the monopoly.

I suppose the difference is that Swedes don't have an alternative place to get their test done. If you're in Northern Ireland, you can get the ferry over to Scotland (fairly) easily.
